The oversight and regulations of medical marijuana dispensaries in San Diego are still in question. Residents are concerned about criminal activity, but criminal defense lawyer Jessica McElfresh said that unlicensed operators are involved in those scenarios. “No one would go through this process if they did not intend to follow all the rules,” said McElfresh.
